To provide a professional, business focussed organisational development and human resource management service, delivering a proactive and solutions based approach for resolving issues and ensuring that staff are effectively resourced, managed and developed to deliver organisational strategy.

 JOB PURPOSE

As part of the Programme Quality Team, provide Monitoring, Evaluation, Accountability and Learning (MEAL) support to Oxfam in Algeria’s current and future programs and projects.

 KEY RESPONSIBILITIES

Monitoring & Evaluation

  • Support project monitoring reviews, including coordinating and/or conducting focus group discussions, key informant interviews, project observations
  • Support in the development of regular project monitoring reports and other program documentation, including reporting on project indicators, successes and challenges and collecting stories
  • Support the implementation of country office MEAL frameworks
  • Learn and apply Oxfam’s policies and manuals on Monitoring, Evaluation, Accountability and Learning to ensure their implementation with sufficient quality in the country office.

Accountability & Data Collection

  • Support the development and implementation of the country office feedback mechanism system, including hotline and online feedback application; Maintain quality of feedback mechanism database
  • Support in the development of internal and external assessments and evaluations, based on current and planned project needs and objectives
  • Provide logistics support in planning and execution for assessments and evaluations
  • Provide training to enumerators hired to support assessments and evaluations
  • Ensure quality and validation of project data

Learning, knowledge management & Sharing

  • Support in extracting critical lessons learned and good practices from programs and projects
  • Coordinate the translation and dissemination of key program and project documents to promote learning and knowledge sharing across the country office and organization, as well as with other stakeholders (including community and peer organizations, government agencies, universities, development organizations, donors and the larger public)
  • Provide logistics support for learning events, facilitate reflective learning by stakeholders around programs’ indicators and outcomes and support with delivery of an annual impact review for each program.

 

SKILLS, EXPERIENCE and KNOWLEDGE

Qualification and Experience:

  • Bachelor’s degree (preferably Master’s degree) in statistics, social sciences, rural development or another relevant qualification
  • Minimum 1 year of experience in a MEAL role or relevant experience in the NGO sector
  • Knowledge of social research methodologies and techniques

Skills and competencies:

  • Fluency in English and Arabic (written and verbal)
  • Basic documentation skills, able to draft and critically review project documents
  • Analytical abilities, particularly in the areas of research, assessment, monitoring, learning, and capacity development/transfer
  • Confident and skilled to facilitate focus group discussions and interviews with the people we work with
  • Pleasant personality, good communication skills, ability to coordinate with wide range of stakeholders and dealing with people at different levels of organisation
  • Able to travel frequently to project areas
  • Strong computer skills, including with Microsoft Word, Excel and Power Point.
  • High initiative, determined, detail oriented
  • Strong organisational and time management skills.
  • Demonstrates accountability for outputs and ability to meet deadlines.
